在实地调研基础上归纳宁波保税区低效产业用地回购模式,分析存在的主要问题,并提出完善回购模式的建议,包括建立低效用地评价体系进行开发区企业用地评价,明确适当的低效用地回购范围,确定合理的回购价格,既保护权益又保障公平,尝试房地产投资信托(REITs)模式筹集资金。
Based on field survey, this paper summarizes the mode of inefficient industrial land repurchase in NFTZ, and then analyzes the problems of land repurchase. Then, puts forward the suggestion to improve land repurchase mode from building an assessment system to assess land use efficiency of each enterprise and designing an appropriate scope for inefficient land repurchase, determining a rational repurchase price to balance right protecting and social justice, trying to finance from Real Estate Investment Trusts (REITs).
