This paper studies the first batch of historical and cultural towns in Chongqing, and reviews the course of conservation through the past ten years. Based on the evaluation of protective effect, it puts forward five problems about conservation consciousness, technology and institution, and recommends the adoption of integrative ＂natural-cultural heritage＂ conservation mode and the strategy of ＂conservation with maintenance＂ , in order to keep the balance of tourism development and residents＇ life in the conservation of historical and cultural towns in Chongqing. At the same time, through legal construction, further improve fund raising, regulation revisions and organization management, in order to create a good working environment for the technical process of conservation of towns,
