In this paper,the framework of the traditional technique is introduced and one graph model for conflict resolution is proposed.It is suggested that,starting from the initial state,decision-makers will transit conflict state according to conflict rules and predict the reachable states and available equilibrium,as well as the least-cost transition path.All players are designed to negotiate and make decisions alternatively.Finally,one case study of water resources conflict problem is carried out.
