经济发达地区土地供需矛盾突出，如何突破资源瓶颈，为经济持续发展提供空间支撑，已成为急待解决的重大问题。本文回顾了江苏省产业发展轨迹，分析结构变化，指出江苏省产业结构实现了由“二、一、三”到“二、三、一”的历史性转变。在问卷调查的基础上，选取5个指标，对江苏省工业行业用地集约程度进行定量化的评价，分析行业差异和区域差异。根据评价结果，结合江苏省实际情况和产业发展规划，提出政策建议：苏南应重点发展土地集约利用程度高的电子信息、精细化工等高新技术密集型产业，适度发展食品、纺织等传统优势产业；苏中应大力发展建材、电力、冶金、化工、纺织等用地优势明显的行业，适度发展电子等高科技产业；苏北应承接苏南产业大转移，重点发展食品、化工、医药、机械等用地潜力大的行业等。

英文摘要：

The contradiction between supply and demand of land is obvious in developed regions in China. How to break through the bottleneck of resource scarcity and provide basic support for economy sustainable development has become an important issue for immediate attention. Jiangsu is a developed littoral province located in the east of China. In recent years, construction land shortage has become very common, which becomes a dilemma for government. Having reviewed the industrial development in Jiangsu province and analyzed its structurechange, we pointed out historical change of three industrial structures from ＂second-first-third＂ to ＂second-third-first＂. Based on questionnaire investigation, we chose five indices, such as construction area ratio, to conduct quantitative evaluation of the intensity of different industrial land use and analyze the differences between industries and regions. The result provided practical reference for industrial structure adjustment. According to the evaluation results, combining the acutal situation and industrial development planning in Jiansu Province, we proposed some policy advances in industrial structure adjustment and improving the level of intensive land use. We pointed out that te governmnet should put most strength in developing industries with a high level of intensive land use, such as high value-added electronic information, bio-pharmaceuticals, precision machinery and mechanical and electrical integration, fine chemicals, new materials and other high-tech intensive industries with less resource consumption, less environmental pollution. Meanwhile, traditional advantageous industries, such as food, textile and others should also be developed appropriately in the south of Jiangsu Province.
