在Antweiler分析框架基础上,引入FDI技术溢出、自主技术创新及对外资技术的吸收能力三种影响环境质量的技术因素,将FDI对碳排放效率的影响分解为规模、结构及技术溢出效应,并利用中国省际面板数据进行检验,同时通过不同的样本、工具变量策略和估计方法来保证结论的可靠性,研究发现:无论从全国还是高排放区域来看,FDI降低了工业CO2排放效率,但有利于提高低排放区域的工业碳排放效率,进一步测算表明这是由不同地区FDI的规模、结构效应与技术溢出效应之间的强弱关系所导致。此外,目前中国外资利用水平与以环保为目标的最佳水平之间尚有差距。以上结果意味着应引进掌握环保技术的外企,推行差异化区域发展战略与政绩评价机制推动可持续发展。
Based on Antweiler's theoretical framework,this paper introduces technical factors which influence the quality of environment,including FDI,technology innovation and the absorption capacity,and decomposes the effect of FDI on carbon efficiency into three effects,that is scale effect,structure effect and technical effect. It estimates the effect of FDI on Chinese industrial carbon efficiency and confirms the robustness of the estimation results based on the provincial panel data by eliminating abnormal samples,instrumental variable and estimation method. Result shows that,whether from the perspective of the whole sample or high emission region,FDI reduces industrial carbon efficiency,but FDI can improve industrial carbon efficiency of low emission region,this result depends on the relationship between the scale-structure effects and the technical effect. In addition,from the perspective of utilizing technical effect to achieve environmental protection,Chinese FDI has the potential to be tapped.
