In the old industrial bases of Northeast of China, secondary industry with high pollution, high energy consumption and high emission plays a dominant role in county-level industrial structure. The companies with ＂three highs＂ are shifting from big cities to counties, in which the ecological protection is a weak link. Thus, to ensure the healthy development of county-level economy in Northeast, it is imperative to optimize county-level in- dustrial structure under the concept of ecological civilization. The path of optimization is ： to improve the develop- ment of new industrialization and to achieve the ecologicalization of competitive industries ; to optimize the energy consumption structure; to promote the development of agricultural park.
