Northeast region has policy advantages and basic condition of dairy industry cluster development. Using location quotient method and output value index, the dairy industry cluster degree in northeastern region is measured. The results show that the dairy concentration in northeast is much higher than the national average, but the advantage is gradually weakened. In order to promote the development of dairy industry duster, we should exert the dairy industry cluster effect from the aspects of policy coordination innovation, organization network construction, cultural concept guidance and standard specification promotion, and then revitalize the economic development of northeast old industrial base.
