When the cluster size is different, the most effective sampling method is PPS cluster sampling; when the units of population with different size and population information not clear, using PPS adaptive cluster sampling is the most effective. Using sample information through the process of extrapolation in the design of PPS adaptive cluster sampling, this paper adjust HH and HT estimator, then put forward correction of HH and HT estimator, and study on the properties of estimators.
