农村土地实行均包制,从而导致土地被分割,农户承包地细碎化的趋势十分明显,耕地田埂系数逐年增加。本文针对河西走廊地区永昌县6个镇4个乡的109个行政村的农户,选取10个样区的调查数据为基础,运用AHP层次分析法分析得出影响耕地田坎系数各因素的权重,在此基础上,走访调查农户对分家析产的意愿及结合土地分等定级进行土地承包分配的意愿。结果表明,分家析产后大多数农户耕地中耕地田坎系数明显增加,实际耕作面积减少。最后结论认为,分家析产会影响耕地田坎系数,进而影响到实际耕作面积,最终制约土地利用集约化的发展。因分家行为在短期内不会改变,所以借助农用地分等定级方式分配土地,有效降低耕地田坎系数,减少零碎化,减低农业成本。同时研究数据显示农户选择该方法的意愿较高,希望政府从农户具体行为入手,促进农业规模化经营,促进土地流转改革,提高土地集约化程度。
As the cultivation of land is contracted by farmers, the tendency of the separation of rural land is becoming obvious, resulting in the yearly increase of cropland ridge coefficient. Factors affecting the change of cultivated land mainly involve types of landforms, slope, selected sample plot, representative of sample, number of sample, size of sample and accuracy of measurement. Taking the most common phenomenon of separation of rural land in farmers' family as a study case, this paper has explored various influencing factors of the cropland ridge coefficient weights using AHP (Analytical Hierarchy Process). The investigated farmers at present live in 109 administrative villages and towns in Yong Chang county in Hexi corridor region, and 10 administrative divisions are selected as the sample data base. On the basis of analyzing the data of samples, a deep investigation of farmers' willing towards the separation of rural land and the allocation of farm land with contracted system based on land classification has also been made. The results indicate that the cropland ridge coefficient on the most farmers' part has significantly increased, but the number of actual cultivated land has decreased after analysis of the separation of rural land. The final conclusion is that because farmers are the main economic subject with strong independence, their behaviors are often associated with external and persistent influence on the increase of cropland ridge coefficient as well as the decrease of actual cultivated land. Therefore, the result of separation of rural land will affect the cropland ridge coefficient as well as actual arable land and the intensive development of land in large scale. However, farmland classification can effectively reduce the coefficient of cropland ridge, minimize the fragmentation, increase the arable land planting efficiency and reduce the agricultural costs.
