It is generally believed that political apathy is a manifestation that citizens lack feeling of and interest in public affairs. In fact, this perception is not conducive to distinguish between political apathy as a normal phenomenon of democratic political life and political apathy as an abnormal phenomenon of democratic political life. Political motivation is a key indicator to assess whether political apathy is a dilemma of democratic political life. The type of political apathy which goes along with political motivation is existent in the current practice of democratic politics which needs to be faced with and solved. Deliberative democracy, as a procedure and process, can enrich the information basis and improve the participation ability of citizens. In a certain sense, deliberative democracy has become an important means to solve the political apathy.
