为研究碳排放规制对我国工业行业节能减排的影响,本文基于方向性距离函数与GML指数模型,以2000-2012年中国36个工业行业的面板数据为样本,测度分析了碳排放规制对中国工业行业全要素生产率的影响。研究结果表明:碳排放规制有利于工业行业全要素生产率的增长,且规制条件越严格效果越明显;强碳排放规制下,技术效率得到了促进而对技术进步的影响不显著,对技术效率的促进是全要素生产率提高的动力,而弱碳排放规制对全要素生产率的提高机理相反。因此,碳排放规制强度的选择应综合考量当下的技术条件和不同行业效率特征,环境技术效率较低的工业行业更适合于严格的碳排放规制条件。这为碳排放规制政策运用到工业行业减排中的可行性提供了理论依据。
In order to study the effect of carbon dioxide emission regulation on energy conservation and emission reduction. By applying directional distance function and Global Malmquist- Luenberger index method,we tested the influence of carbon dioxide emission regulation on total factor energy efficiency of industries in China using panel data from 2000 to2012. We found that average total factor energy efficiency has improved under the constraint of carbon dioxide emissions,and the more strict the conditions,the more obvious the effect is.Industries with lower environmental technology efficiency are more suitable for the stringent carbon emissions regulation. Under the strong carbon emission regulation,technical efficiency is promoted while technological progress is not affected obviously. The situation is opposite to that with the weak carbon emission regulation. Therefore,carbon emissions regulation is feasible for energy conservation and emission reduction. The design of regulation intensity depends on the current technical conditions and efficiency characteristics. More stringent carbon emissions regulation should be taken on the industries with lower environmental technology efficiency and independent innovation of technology is the main power of energy- saving and environmental protection. Technology introduction plays an important role for those with higher environmental technology efficiency. The government needs to:formulate policies to conduct industries;eliminate heavy industries with outdated technology gradually and promote the industry technology upgrading;actively formulate preferential policy to promote the introduction of advanced foreign technology;and spread channels for local industry to learn advanced technology to promote energy savings and emission reduction.
