工程教育专业认证既是国际通行的工程教育质量保障制度,也是实现工程教育学历和工程师资格国际互认的重要基础。我国高职教育实施专业认证,既是区域产业转型与国家战略的发展要求,也是高职院校以规范化、标准化、国际化提高专业建设品质、提升核心竞争力的自我诉求。借鉴和加入《悉尼协议》,把职业标准融入专业标准,建立以行业为主体的第三方认证机构,选择行业背景高职院校开展专业认证试点,推进专业建设对接行业产业发展,是高职教育以人才支撑与智力支持的精准性提高人才培养供给有效性的基本策略。
Engineering Education Accreditation (EEA) is not only the internationally accepted system of quality guarantee for engineering education, but also the important basis of achieving international mutual recognition of engineering education and engineer qualification. Our higher vocational education implements professional certification. It meets the needs for our HVE to serve national strategic development. Moreover, it is self- appeal for higher vocational colleges to improve the quality of major construction and core - competitiveness according to normalization, standardization, and internationalization. This paper proposes that learning and joining Sydney Agreement, integrating professional standards into majors' standards, establishing the third party certification organization taking industry as the main body, choosing the higher vocational colleges with industry characteristics as professional certification pilots, and promoting its major construction to dock with industry development are the basic strategies for higher vocational education to make use of the accuracy of talent support and intellectual support so as to improve the effectiveness of talent cultivation supply.
