河南省生态环境建设的问题与对策研究

对河南省开展生态环境建设事业作了简要回顾,指出该省尚存在:影响决策的生态环境概念及其宪法释义问题,生态与环保的省情可能还没有完全把握,当前的生态功能区划存在值得商榷的地方,经济社会发展对生态与环境的压力长期居高不下,环境污染的严峻形势没有得到根本遏制,生态系统脆弱性局面没有根本改变等突出问题;提出建议国家修改宪法第二十六条表述,突出强调生态保育和环境保护的重要性,改变政绩观和考核方式,严格司法和执法,严格权责,保障权益,加强省情调查研究,建立河南省生态保育与环境保护的地理信息系统,加强生态伦理道德教育等对策.

英文摘要:

The process of eco-environment construction in Henan province was briefly reviewed. Major problems of the construction of this province have been found as follows: issues about the concept of eco-environment and its definition according to the Constitution of the People's Republic of China leads to troubles in relative policies making and their execution,the inaccurate and unsystematic construction information mastered,the further needed discussion on the provincially ecological function zoning,the lasted heavy burden from the economics and society on land,the incompletely controlled environmental pollution and long kept fragility of the ecological systems in this province. The improving measures were put forward: suggesting amend on the artical 26 of the national Constitution,emphasizing the prominent importance of ecological conservation and environment protection,correcting outlook on cadre's working performance,further strictly enforcing the law and responsibilities,ensuring the legal rights and interests,completely mastering the information about conservation and environment protection,constructing the geographical information system to trace and assess as well as early warn the effects of conservation and environment protection,and enforcing ecological ethics education all over the province.
