Based on the QoS characteristics between OLT and ONU-BS as well as ONU-BS and SS, a QoS-aware dynamic bandwidth allocationalgorithm （QDBA） with a fairness consideration for a hybrid opti- cal-wireless broadband access network （HOWBAN） has been proposed in this paper. The simulation results show that, compared with the existing algorithms, QDBA has higher throughput and lower average delay while achieving a better performance of fairness and QoS.
