作为地方实施经济发展方式向创新型经济转型载体存在的高新区，走集群化道路是其内生发展的依据和方向，其集群化水平决定了高新区集约化发展程度。本文结合定量分析工具设计了测度评价高新区集群化评价指标体系。并运用因子分析方法对湖北省内高新区集群化程度进行实证测评，得出湖北省内高新区在集群化水平因子和发展因子都比较低下的基本实情；提出了围绕主导产业进行定位招商，优化产业链，走内生发展道路，以及加大社会资本建设步伐，促进园区协同创新；最后，根据集群化综合评分将湖北高新区划分为三个发展梯队，根据不同梯队的集群化状况提出了可行性的政策建议，希望能对推动湖北高新区集群化发展有所借鉴。

英文摘要：

High tech zone as the transforming carrier of the local economic development mode into innovation economic, cluster development is High-tech zone inside unripe development basis and direction. This paper evaluates the cluster degree of Hubei Province High-tech zone using the factor analysis method, we find that the cluster level factor and the development factor are relatively low in Hubei High-tech zone. So we put forward positioning investment based on the dominant industry to optimize industrial chain, which can realize going inside development way in High-tech zone find that the development level of Hubei Province High-tech zone cluster is low. And then the Hubei High-tech zone is divided into three development team, we put forward feasible policy suggestions according to the different cluster status, and hope to promote the Hubei High-tech zone cluster development somewhat.
