How to coordinate the relationship between the safety and efficiency of resources utilization during rapid development, and secure the economic development, ecological harmony and social stability, is an important subject for policy control. To solve the problem about land use of economic security, ecological security and social security issues in the rapid urbanization in China, the measures of policy control, such as policy goal orderization, adaptable adjustment of economic regulation, prospective design of ecological regulation, fairness improvement of social regulation and policy structure networking, were used. These methods expand the horizons of theoretical research on the public sector to respond to social transformation, structural change and sustainable development, and provide a theoretical paradigm and practice path for the policy control study of resource utilization during the transition period.
