突发公共事件应急管理是公共安全保障的核心问题。建立和完善高效的突发事件应急管理体系,对我国各级政府来说是一个非常紧迫的现实课题。借鉴国外应急管理体系建设的主要经验,分析我国应急管理体系建设的主要成果和存在的问题,从组织结构、人员、物资、资金、信息、法制、信息系统、社会参与等八个方面提出建立和完善我国突发事件应急管理体系的建议。

英文摘要：

Public emergency management is the core issue of public safety. It is a very urgent and realistic task for government to establish and improve the efficiency of emergency management systems. Reference to the foreign experiences of emergency management systems,the main achievements and problems of emergency systems in China are analyzed in this paper. Finally,in order to improve the emergency management systems,some proposals are presented from eight aspects, including the organizational structure,personnel,materials,capital,information,legal,information systems and community participation,etc.
