The growth drag modeling Romer drawed from Cobb-Douglas production function model was used to calculate the growth drag of resource and environment in the process of economic development of Shandong prov-ince.The results show that the annual urbanization reduces 20.46%due to the role of resource and environmental constraints in 1985-2012, and the most important constraint is pollution and the shortage of water.It can be seen from the results that the constraints of resource and environment are low in the east and high in the west generally inside Shandong province, corresponding to the rate of urbanization.To achieve economic development and urbani-zation process, it is necessary to change the original mode of development, resources and the environment to reduce the growth drag and achieve regional sustainable development.
