文章基于2000-2013年中国30个省份的环境规制要素投入和产出数据,采用SE-DEA模型测度中国环境规制效率,并基于面板数据模型检验相关影响因素。研究发现:2000-2013年中国环境规制效率呈递增趋势,但当前中国环境规制效率还处于相对较低的水平,且呈“东高西低”的空间格局。人均GDP、城市化水平、地区R&D人员全时当量对数、利用外资对数、市场化水平与环境规制效率显著正相关,工业化水平与环境规制效率显著负相关。最后从经济转型、发展环境、公众意识和空间效率等方面提出优化建议。
The paper, based on Chinese 30 provinces' environmental regnlation factor input and output data from 2000 to 2013, measures Chinese environmental regulation efficiency by employing SE-DEA model, and tests the relevant influencing factors in the light of the panel data model. The study finds that: Chinese environmental regnlation efficiency showed an increasing trend from 2000 to 2013, but at a relatively lower level, and presents the spatial pattern of 'east high and west low'. There is a significant positive correlation between per capita GDP, the level of urbanization, regional R & D staff of full-time equivalent logarithm, the use of foreign capital logarithm, the level of marketizaiton and environmental regulation efficiency. There is a significant negative correlation between the level of industrialization and environmental regulation efficiency. Finally, this paper puts forward several optimized suggestions from the perspectives of economic transformation, development environment, public awareness and space efficiency, etc.
