Defects of institution arrangement of low-carbon economy development in our country are revealed from the angle of institutional arrangements in this paper by the method of comparative analysis.Based on this,three development modes of our country low-carbon economy are designed.Finally,in view of institutional defects of the low carbon economy development in our country,five measures in low carbon economy institutional arrangement are put forward： enhance incentive system construction,strengthen basic institution construction and so on.
