The opportunity and extent of government support for strategic emerging industry is analyzed from the crea- tion and implantation mechanism of strategic emerging industry＇s ＂seed＂. The cultivation pattern of strategic emerging industry is established, and the creation and fl＇acture of benefit flowing chain and the benefit reconfiguration are analyzed when the policy or market environment changes. The GERT model of strategic emerging industry is construc- ted, and the cultivation policy behavior gambling of the strategic emerging industry is exhaustively studied. It can provide a scientific basis for the government to formulate reasonable industry development plan.
