为了挖掘高等学校的科研潜力,探讨高校科研管理绩效的客观评价方法,从而调动高校管理者提高科研管理绩效的积极性,进而提高科研工作的整体效益和水平,建立了高等学校科研管理绩效的评价指标体系,提出了高等学校科研管理绩效的管理有效性评价方法.采用国家教委直属高等学校中28所高校1997~1999年的样本指标数据,计算这些高校1998年和1999年科研管理绩效的管理有效性评价结果.研究结果表明,高校在科研管理上由于主观有效努力程度而产生的高校科研管理绩效是动态变化的.所提出的管理有效性评价方法能够消除高等学校之间客观基础条件优劣的影响,真正反映高校在科研管理上由于主观有效努力程度而产生的高校科技综合实力的动态变化,从而更好地反映高校科研管理的真实绩效.
Maximization of the scientific research potentiality of universities requires an objective approach for evaluating research performance.The author proposed a performance evaluation system for universities to use when managing scientific research.This would help administrators improve the performance of those managing active research,thereby improving overall efficiency while raising the level of scientific research.Sample index data was obtained from 28 universities directly subordinate to the state education commission for the 1997 to 1999 period.Management efficiency was calculated in the years 1998 and 1999.Research results showed that management effectiveness changes dynamically.This management method can overcome the influence caused by the objective conditions of the evaluated units.Dynamic changes in science and technology reflect great subjective effort and lead to the creation of synthetic strengths for universities,and real performance of scientific research management in universities were reflected.
