本文提出相对动态绩效的管理有效性评价方法,通过绩效的相对动态变化来定量地刻画管理效果。具体通过提出了管理可能集、管理前沿、管理效益以及管理有效性的概念,给出了管理有效性的具体测算方法和计算实例。结果表明,管理有效性概念和评价方法的提出有助于保证评价工作的公平性,真正反映出被评价单位由于经营管理的主观努力程度所取得的效果。借鉴前人关于管理学中人性假设的发展历史脉络及其相互之间关系的研究成果,指出管理有效性评价理论和方法满足"创新人"假设,该方法能够调动人们的积极性,使管理者具有发挥主观能动性和自主创新的动力。最后,介绍了课题组关于相对动态绩效评价方法的最新研究进展。
This paper presents management effectiveness method for relative dynamic performance evaluation by measuring changes of relative dynamic performance to reflect management effects.In detail,it presents the concepts of management possible set,management frontier,management efficiency and management effectiveness.Furthermore,caculation examples and methods of management effectiveness method for relative dynamic performance evaluation are presented.The results of calculation instance show that management effectiveness method helps to ensure the fairness of the evaluation,reflect the true effects made by the subjective efforts of evaluated units.It refers previous assumptions of human nature and their relationship on the evolved management history,and points that management effectiveness method can meet the requirements of "innovation people",it can mobilize people's enthusiasm and also make the managers have initiation and power of independent innovation.Finally,it introduces recent advancements of evaluation method on relative dynamic performance made by the discussion group.
