2000年以来，国内许多大中城市都进行了大力度的行政区划调整。以“撤县设区”为主要手段的区划调整为都市区的形成和壮大提供了有利条件，也引发了许多新的问题。以镇江市丹徒区为研究个案，对行政区划兼并的效应进行客观检讨，分析了这一举措的得失，并就如何建构更为有效的都市区管理体制提出建议。
英文摘要：
Ever since 2000, great efforts have been made in adjustment of administrative divisions by many large cities in China. As a major pattern of adjustment of administrative divisions, ＂establishing a district by canceling the county＂ has provided favorable conditions for the formation and growth of cities. However, on the other hand, new problems follow. Based on the study of Dantu district in Zhenjiang city, this paper discusses the effect it brings, the advantages and disadvantages it takes, and finally tries to find a more effective megalopolis spatial organization and administrative system.
