With the aids of the upper bound of the general quadratic Kloosterman sum and the orthogonal-ity relation for the Dirichlet character ,mean square value on the modulus of the general quadratic Kloost-erman sum weighted by the character sum over a short interval was studied ,and one sharp asymptotic formula was obtained .It showed that the general quadratic Kloosterman sum enjoys good distributive properties .The connection between the general quadratic Kloosterman sum and the character sum was established .
