从军队后勤保障社会化这项特殊制度变迁的逻辑起点出发,分析中国军队既有的计划保障体制的成本特征,即计划保障体制科层制组织内部无效交易费用膨胀与组织低效率并存,并且存在着严重的成本约束制度缺陷。通过后勤保障市场组织与等级组织交易方式转化模型分析,以及两种后勤保障制度的组织费用比较模型分析,认为军队后勤保障社会化制度变迁的实质是体制成本向市场交易成本转换的过程,是后勤保障成本内部化的过程。
This paper analyses the characteristics of cost of original logistic support system from the perspective of logical foundation system of special institutional change of the socialization of the logistic support in Chinese forces. Expanding ineffective transaction cost and inefficiency of organization coexist in the hierarchical organization of original logistic support system. The institution of cost restrain is deficient. By model analysis of changing hierarchical organization exchange into market organization exchange and comparing transaction cost of the two organizations, the paper argues that the essence of institutional change of the socialization of military logistic support is to switch system cost to market transaction cost and inserting the cost logistic support in the system.
