城市出租车服务站体系分析与构建

由于缺乏合理的体系构建,国内城市出租车(包括巡游出租车与网约出租车)服务站的发展较为无序。鉴于此,在借鉴国际、国内相关研究经验的基础上,提出了城市出租车服务站的定义、基本设施、主要功能和服务对象。通过系统分析方法,根据基本设施的完备性、主要功能的全面性以及服务对象的针对性,将城市出租车服务站体系构建为两大类5小类,提出了每类服务站的功能定位、设施特点、建设条件与用地规模,分析论证了每类出租车服务站的建设合理性与有效性。对广西柳州市城区的实例分析表明,按照该出租车服务站体系规划的出租车服务站的设施供应充足,可为城市出租车提供有效服务。该体系可有效解决出租车驾驶员"四难"等棘手问题,缓解出租车随意停车造成的交通风险,提升城市交通效率和安全性。

英文摘要:

Due to lack of a reasonable system, the development of service stations for domestic urbantaxi, including cruising taxi and online appointment taxi, is becoming increasingly disorderly. On the ba-sis of drawing lessons from the international and domestic relevant research experience, the definitions,basic facilities, main functions and service objects of urban taxi service stations were proposed. Accord-ing to the completeness of basic facilities, the comprehensiveness of main functions and the targeted ser-vice objects, based on the method of system analysis, a system of taxi service stations was established intwo major categories and five subcategories. The functional orientation, characteristics of facilities, con-struction conditions and land use scale for each kind of taxi service station were analyzed. Then the ratio-nality and effectiveness of construction for all kinds of taxi service stations were expounded. The caseanalysis of urban areas in Liuzhou city, Guangxi Zhuang Autonomous Region indicates that the planningbased on the taxi service stations system can provide adequate service facilities and effective services forwhole urban taxis. Therefore, this stations system can effectively solve the intractable problem of taxidrivers and alleviate traffic risks caused by taxi parking at will, thereby transportation efficiency andsafety degree could be enhanced effectively.
