水电开发能够提供调峰调频、防洪、灌溉等辅助服务,具有显著的社会效益;同时能有效降低温室气体及二氧化硫、氮氧化物、烟尘等污染物排放,具有显著的环境效益。但当前我国水电上网电价定价机制并未将水电的正外部效益纳入,不利于水电与其他电源的公平竞争。因此,提出了基于水电社会效益和环境效益的绿色定价模型,并对模型进行了实证研究。研究结果表明,绿色定价模型能够有效实现水电正外部效益的量化,同时能合理引导水电有序开发。
Hydropower development can provide peak FM,flood control,irrigation,and other ancillary services,has significant social benefits;at the same time,can effectively reduce the emission of greenhouse gas emissions and sulfur dioxide,nitrogen oxides,soot and other pollutants,has significant environmental benefits.However,the current pricing mechanism of China's water and electricity pricing has not been included in the positive external benefits,which is not conducive to the fair competition between hydro-powers and other power supplies.Based on this,the paper puts forward a green pricing model based on the social benefits and environmental benefits of hydropower,and carries out an empirical study of the model.The research results show that the green pricing model can effectively realize the quantification of the external benefits of hydro-powers,and guide the orderly development of hydropower.
