This article focuses on the development regulation in urban detailed planning,which is intended to realize the goal of sustainable development.Integrating qualitative and quantitative measures,a coding method has been proposed to facilitate the research.The Sino-German comparative study of environmental regulation in urban detailed planning has been accomplished by applying the coding method. Based on the findings from the research,some major technical problems in Chinese regulatory planning have been identified.
