The author discusses the sentence ＂er shi wang gan yi fa＂（尔时罔敢易法）in Book of History（尚书）according to the excavated documents,the transcribed ancient Chinese characters（传抄古文）and Mang Gao（莽诰）.He argues that the character Ding（定）in Mang Gao（莽诰）should be an error,the correct one ought to be Fa（佱,the ancient form of 法）Furthermore,the author explores the nature of Diben（底本）of Mang Gao which wrote by Wangmang（王莽）.
