In order to adapt to new situations and demand, the western China＇s Transport System encountered during the second decade of the Western Development Drive, this paper analyzed the primal problem, especially the doubtful development scale, difficult financing and the challenge from diversified target. And then, some ideas about the western China＇s transport construction in the next decade are proposed. After that, according to the western China＇s orientation from the central government, we raised the focal point of transport construction. Finally, some practical legal countermeasure and suggestion are given.
