创新已成为一个全球性的现象，是经济持续发展的动力源，而创新能力高低已经成为一个国家或地区是否获得竞争优势的关键要素。首先，对2012年全球创新指数报告进行了梳理，重点比较和分析了全球主要经济体的创新能力；其次，探索了全球创新指数和其他创新指数的联系和区别；第三，提醒我国要警惕创新效率“伪第一”现象。在此基础上，提出包括构建有利于创新的政策框架、加强创新协作、重视企业创新及注重创新的生态可持续性等有利于建设创新型国家的政策启示。

Innovation has become a global phenomenon and the driving force of sustainable development. The innovation capability of a country has become a key element to gain a competitive advantage. This article, firstly, compares and analyses the innovation capacity of the world＇s major economies based on 2012 Global Innovation Index report. Secondly, it compares the links and differences between GII and other country Innovation Index and reminds China must be wary of innovation efficiency pseudo-first phenomenon. Finally, this paper proposes some policy enlightenment of building an innovation-oriented country, including building a policy framework conducive to innovation, strengthening innovation linkage, emphasizing on enterprise innovation and focusing on innovative ecological sustainability.
