城市知识创新是近年来学术界新兴起的研究热点，它在概念上隶属于区域创新。城市知识创新主要针对的对象是城市资源要素和城市发展运行模式，主要的行为是对资源和要素进行再配置、再定义。研究了城市知识创新系统的主要参与主体各自的功能，及各参与主体在知识创新的过程中所起的不同作用。研究结果表明，政府主要负责制度创新；科研院所主要负责具体的知识创新；企业则负责技术创新和应用创新；对产业这一较大的概念来说，创新则需要政府、科研院所和企业的集体参与，而中介机构则起纽带作用，并主要负责服务创新。

英文摘要：

Urban Knowledge Innovation is a certain kind of regional innovation. It is the process of reeonfiguration for urban resources and urban development mode. This paper studied the mainstay of the urban knowledge innovation system and their functions. The different roles which were played by those participants in the process of knowledge innovation were also discussed in the paper. The results showed that the government was primarily responsible for institutional innovation; universities and research institutes mainly contributed to the specific knowledge innovation; enterprises always dedicated to technological innovation and application of innovation; industrial innovation required the involvement of all participants, while the agencies were primarily responsible for Service Innovation.
