＂海洋强国＂战略背景下,海洋经济在国民经济中的地位日益重要。为明晰中国海洋经济效率的空间格局及影响因素,运用SFA模型测算中国沿海11个省区市2007~2013年期间的海洋经济效率,利用空间计量方法探析其分布特征、空间效应和影响因素。研究表明：沿海地区的海洋经济效率大多处于中高水平,空间分布的纵向变化相对稳定;沿海地区海洋经济效率具有正的空间相关性和空间集聚现象,各地区空间相关模式的变化差异不明显,其受地理距离的影响存在明显的空间溢出效应;地区开放程度、科研水平和海洋经济发展水平均对海洋经济效率具有显著正向影响,产业结构、人才结构和金融发展对海洋经济的影响尚不显著,具有欠缺性。据此,深化产业结构升级、优化海洋专业人才培养模式、加大金融支持力度是提高海洋经济效率的迫切任务。

英文摘要：

Against the background of the ＂Ocean Power Strategy＂,marine economy is playing a more and more important role in our national economy.To figure out what the spatial pattern of marine economic efficiency is and what factors influence it,this paper uses the stochastic frontier analysis（SFA）and spatial econometric methods to measure the marine economic efficiency,as well as the distribution characteristics,spatial effects and factors.The panel data used in this paper reveal the efficiency of China＇s 11 coastal provinces from 2007 to 2013.The results go as follows：（1）the marine economic efficiency of most coastal provinces is at middle or high levels;the longitudinal changes of the spatial distribution in these coastal provinces stay relatively stable;（2）the efficiency of coastal marine economy has a positive spatial correlation and spatial agglomeration.The spatial correlation mode of these coastal provinces doesn＇t change obviously and there is a spatial spillover effect between the adjacent regions due to the geographical distance;（3）the degree of opening to the outside world,and the levels of scientific research and marine economic development have a significantly positive influence on the efficiency of marine economy.Meanwhile,the industrial structure,the structure of human capital as well as the financial development have no significant influence.Accordingly,in order to improve marine economic efficiency,the urgent tasks are to upgrade the industrial structure,to optimize the training mode of marine human capital and to invest more financially.
