After disaster, dispatching emergency supplies with high efficiency has an important role for reducing casualties and property losses. First, considering the penalty cost and emergency distribution costs, a model of emergency supply scheduling under uncertainty demand was established; two stability parameters were used to change the model to a stability one, and then a heuristic algorithm was used to solve the model. Finally, the effectiveness of the algorithm and model was demonstrated with a numerical example. The study provides a kind of decision support for the emergency management department: If you want to control risk, when the disturbance becomes large, it is necessary to increase funding investment to obtain the stability of emergency supply scheduling scheme.
