Circular economy is an economic developing model of the society in resource reducing and friendly environment. The paper discusses the important theory factors of developing circular economy based on the decoupling theory and 3R principle. It explains the mechanism of developing circular economy in Yantai on base of economy growth, resource and environment impact, and clarifies constructing model of circular economy from the view of eco-efficiency and decoupling theory in order to realize park＇s sustainable development.
