对于特定区域而言,文化产业集群的形成有其特定的机理与规律。通过采用问卷调研法、比较分析法、规范与实证分析法、图形演示法等方法对形成湖北省文化产业集群的文化资源、文化创意、文化人才、资金及投融资体制、政府政策与相关制度以及文化市场与科学技术等条件与机理进行了深入探讨。在此形成机理中,资金、政府政策等作为外部条件起主导作用,而文化创意、文化人才等内部条件的作用未得以充分发挥,如进一步挖掘,将更有利于湖北省文化产业集群的形成与发展。

Formation of culture industry clusters has special formation mechanism for particular areas. This paper discusses deeply the conditions and mechanism of Hubei cultural industry clusters such as cultural resources, cultural creativity, culture talent, capital and investment and finance system, government policies and related systems, culture markets and technology, by adopting methods of questionnaire survey, comparative analysis, normative and empirical analysis and graphical presentation. In such formation mechanism, funds and government policies as the external conditions play a leading role but cultural creativity and cultural talent as the internal conditions fail to do so. If we explore further, it will be more conducive to the formation and development of cultural industry clusters in Hubei province.
