知识经济时代的到来，使知识产权成为衡量一国科学技术水平的重要因素，科技计划作为政府支持区域创新的重要宏观战略手段，引起各国、各地区政府的关注。针对我国科技计划项目知识产权管理中存在的问题，提出实行知识产权全过程管理的方法与措施，并给出相应对策，旨在为促进区域知识产权发展，提升区域科技创新能力提供方法支持。
英文摘要：
With the coming of economy and knowledge era,intellectual property has become a significant factor to weigh S＆T level of a country,as an important macro- strategic method for government to support regional innovation, S＆T program attracts government attention of each country and district. According to the problems existed in intellectual property management of S＆T program project, this paper puts forward the approaches and measures to implement whole - process management of intellectual property, and then offers related countermeasures, the purpose of which is to give method support for accelerating the development of regional intellectual property and enhancing regional S＆T innovation capacity.
