The problem studied is identified and the notations used are defined firstly. Then an integer programming model of the problem is constructed by using event-based method and a simulated annealing heuristic is developed. Ultimately, a practical instance is solved, the influences of some parameters on the contractor＇ s financing cost are analyzed, and the variation relationship between the financing cost and the key parameters are obtained.
