To transform the government functions and regulate the operation of administrative power is the inevitable choice of maintaining the equal and fair competition environment in our country. As a method of allocating resources,the Abstract Administrative Act,while releasing the tension from competitive mechanism,has a stronger tendency to harm the competition order. And to set up a set of complete and feasible system of competition inspection on the Abstract Administrative Act is a solution to regulating. In the construction of such inspection system,we should pay special attention to the following issues,like to prevent the integration of administrative power and economic resources,the rationality of built system and the convergence of competition law and administrative law.
