英文摘要：

On the foundation of understand of the meanings classification of the policy tools,usefulness and its analysis method, combined with the current research of the low carbon policy tools and of the policy tools evaluation, the paper built up the analytical frame of low policy tools usefulness in the carbon city construction. Its work mainly tocuses on the touowing： （ 1 ） On the basis of collecting and sorting out the relevant policies,the paper selected six policy tools, which can summarize the main means adopted by policies in low-carbon city construction. （2） For the validity analysis？ the selected policy tools were quantized, the relationship between the policy tools and the index levels in the low carbon city construction was discovered, and a basic calculate model was established. （ 3 ） Through examples,the analysis process of the usefulness was explained, so as to do further policy research on the construction of low-carbon city.
