Health Alliance is a new measure which was proposed to solve the problem of ＂Difficulty and Expensiveness of Medical Service＂. It has been carried out nationwide for more than three years. However, a series of problems have emerged dur- ing the practice, and now the policy is in a dilemma. Exploring the sources of the problems, and putting forward relevant strategies are key points in insuring the healthy and sustainable development of the Health Alliance Policy.
