The moral condition is basically satisfying, but the feeling of happiness is not strong. The moral concern and evaluation has shifted to the public life, but individual anxiety remarkably rises. The moral position turns to individuals, while bad individualism has spread. These three are obviously features of the current Jiangsu citizens＇ moral development. If the gov- ernment wants to promote citizen moral development effectively, it has to overcome following difficult problems： the citizens know the moral but refuse to act; the government has invested much but has achieved few effects. Based on the three key points of promoting economic justice, demonstration of upright officials, and strengthening institutions to guarantee the moral and hap- piness, efficient interaction between government and citizens can be realized.
