以研发效率为切入点建立基于生产率的R&D模型,推导R&D投入相对于研发效率变化的规律:在R&D规模报酬递减的前提下,研发效率和企业R&D投入之间的互动呈正向关系.针对2003-2010年中国37个工业行业的面板数据进行实证检验,进一步验证了这个结论,并对政府R&D激励政策的调整提出了若干建议.检验结果还证明,生产率、市场竞争、盈利能力都能够显著影响R&D投入规模;资本密集度较高或者市场竞争度较低,R&D投入关于资本密集度的弹性为负,而当资本密集度较低的时候,R&D投入关于资本密集度的弹性为正;在自由竞争市场中,竞争有利于创新,而在垄断型市场中,垄断更有利于创新.
Based on the concept of R&D efficiency, it established R&D model to explain the R&D decision of enterprise: Given the diminishing of R&D returns to scale, the interaction between R&D efficiency and R&D investment is positive. Empirical tests on panel data from 37 Chinese industries in the period of 2003 to 2010 further validated the conclusion. In addition, the results also proved that productivity, market competition and profitability can significantly affect R&D investment scale. Further analysis reveals that in the sub-sample of high capital intensity or lower market competition, the elasticity of R&D investment on capital intensity is negative, on the other hand when the capital inten- sity is low, the elasticity is positive; in addition, in competitive market, competition is conducive to innovation, where- as in the monopoly market, monopoly is more conducive to innovation.
