With quickened steps of urbanization and reforms of various kinds in China,the creation ofhas become an urgent need in the new era. The traditional community order and the integrated model of politics and community have been losing the ground under the impacts of various factors. The emerging living quarters with newattributes are actively seeking for new orders. The collective actions at the community level driven by multi-actors may easily lead to disasters even ifthey are rational actions but with no support of orders. Thus, the construction of good communities needs not oncapable persons but also the participation and cooperation of rational actors to form good orders,which can help avoid dy of collective actions and promote the establishment of good community life and work.
