From three aspects： resources and environment carrying capability, the existing conditions of development, and future development potential, the comprehensive index system of Hunan priority development region selection is built by applying methods of expert advice and frequency distribution threshold. This paper not only proposes the range of Hunan priority development region, but also carries out the development tactics and space organization. The results indicate： （1） Hunan priority development region includes 13 city area, 9 county-level city and 10 counties, accounts for 25.02% of the whole province area; （2） The spatial structure system of Hunan priority development region includes the four major sections, namely Changzhutan city group, expanding area of Changzhutan city group, centre city and town of southern Hunan, centre city and town of west Hunan; （3） The spatial organization and development chooses of Hunan priority development area, emphasizing ＂faucet＂ position of Changzhutan city group, Intensifying expand area of Changzhutan city group, building east industry development corridor, and cultivating centre city of southern Hunan and west Hunan.
