This paper makes a deep survey on how France as a traditional powerful country in ST takes actions to protect the resource of local talents and to face the challenge in the competition of global talents after entering the 21st century,the effects of which are considered as well.The difficulties and the crisis of talents starting at the beginning of the century are analyzed,and a detailed description is introduced to analyze how the French government takes measures of talents to face the challenge,including stabilizing the local talents and attracting foreign talents.Finally,four points are drawn for promoting Chinese ST talents work.
