Situation analysis on government technology procurement and basic public policy impediments theory as an innovative tool,based on technology by the government procurement to promote innovation challenges mainly include policy issues characteristic,policy factors and policy factors other than itself,specific barriers include policy issues are not clear,many people the policy involved,the required adjustment large target groups;a lack of policy clarity,coordination and stability;implementation of the main issues（including macro-executor cognitive issues,the implementation of human capacity issues） and target groups execution resources.In this regard,we also put forward the corresponding countermeasures.This paper seeks appropriate coping strategies and gives full play to the promotion of technological innovation and government technology procurement advantages aspect,has certain practical and theoretical significance.
