政府技术采购可以被视为一个特定的项目,对其实施项目过程管理。挣值分析是在项目实施过程中使用较为普遍的一种方法,是对项目的进度和费用进行集成控制的有效方法。从政府技术采购的重要性出发分析政府技术采购进行过程管理的必要性,探讨项目过程管理对政府技术采购的适用性以及挣值分析对政府技术采购的优越性,提出了结合s曲线图和里程碑技术对政府技术采购项目运用挣值分析的方法,保证政府技术采购的工期安全和费用安全。
Regarding the government technology procurement as a specific project, this paper introduces the project management process to it. Earned value analysis is used in the project process, which is an effective method of schedule and cost integrated controlling. Based on the importance of government technology procurement, the necessity and applicability of the process management for government technology procurement and earned value analysis of the advantages of government technology procurement are discussed. This paper proposes that combining with the S curve and milepost technology, earned value analysis could be carried on the observation and analysis of govemment technology procurement based on work breakdown structure, which will ensure that construction and cost of government technology procurement are safe.
