Government technology procurement evaluation has become a powerful tool to promote technology innovation. Cost - effec- tiveness evaluation can effectively suitable for government technology purchasing behavior. This paper introduces the concept of life cycle cost to integrated calculate government technology purchasing cost by determining evaluation goal, evaluation contents and index system. Then, it establishes an effectiveness evaluation model for comprehensive evalua- tion of cost effectiveness of government technology procurement. In this process, we need to pay attention to the quanti- zation of cost efficiency, the cohesion of government procurement policy and the standardization problems of evaluation method, and strengthen the system guarantee to realize the widespread application of cost effectiveness evaluation to pur- chase technology procurement.
